Clear, credible, and consistent signaling helps align the adversary’s expectations with actual intent, making deterrence more reliable.

Weather and supply shortages affect operations, but they don’t address how the adversary interprets deterrence signals. Terrain and camouflage pertain to concealment and fieldcraft, not to signaling deterrence. Public opinion polls gauge perceptions abroad or domestically but aren’t the direct mechanism by which unit-level deterrence communicates threats or commitments.
